Release of Report of the Independent Cultural Review into NSWPF

June 10, 2026

Over the past year my team and I traversed the state of NSW to speak with NSWPF employees across rank, role and region. We visited 35 locations and listened to hundreds of hours of stories. Over 5,100 people engaged with us, displaying courage and candour.

During this time, we saw how culture shapes how people behave, how decisions are made, how teams hold together under pressure, what is valued and what is tolerated.

People spoke to us of their pride and passion for their job, their sense of service, resilience and collegiality. They also spoke of burnout and bullying, discrimination and inflexible work practices.

Today, the report of the Independent Cultural Review into NSWPF was released. We made 29 recommendations. All of them have been accepted.

The recommendations chart a path towards a fairer, more modern, more supportive, more transparent police force, more representative of the community in all its richness and diversity.  Some of this work has already begun.

I want to acknowledge former Commissioner Karen Webb who established this review and Commissioner Mal Lanyon for his support and commitment to action and, a very special acknowledgment to the women and men, current and former, who have served and continue to serve the NSW community with dedication and dignity.

I am deeply grateful to my excellent team – Catherine Dixon, Julie McKay, Timtumilli Sculthorpe, Justine Vaisutis and Stacey Ong – for their unwavering commitment to the work and the care and compassion they have shown every step of the way.
